Deputy Prime Minister Nguyen Chi Dung has signed Decision 208/QD-TTg, approving the Scheme on collection of statistics on and evaluation of contributions of biotechnology to national socio-economic development.
Taking effect on February 2, the scheme’s objectives are to establish a set of indicators and statistical methods for the country’s biotechnology; organize data collection; and complete and stably operate the biotechnological statistics collection system. This is expected to ensure accurate identification and periodical monitoring of biotechnology’s contribution to national socio-economic development and serve as a basis for evaluating the realization of development goals and the biotech application.

Regarding the scheme implementation roadmap, in 2026, it is planned to conduct research into the methodology, international experience in the field of statistics and evaluation of biotechnology’s contributions, and draw up a list of economic activities in which biotechnology is applied.
In 2027, indicators and survey plans will be formulated, followed by the organization of pilot surveys to collect information and data on biotechnology’s contributions to specific economic sectors. On this basis, the set of indicators and survey plans will be standardized.
In 2028, the set of indicators and statistical methods for measuring biotechnology’s contributions to national socio-economic development will be formally issued. From 2029 onwards, periodic surveys and investigations will be carried out nationwide to collect data, proceeding with the collection of statistics on measurement of biotechnology’s contributions to the national socio-economic development.
From 2030, the system of statistical indicators for biotechnology will be further improved to ensure the identification and periodical monitoring of biotechnology’s contributions to various economic sectors and fields. This will serve as a basis for evaluating, directing, and managing the realization of biotechnology development and application goals through 2045 as set in Politburo Resolution 36-NQ/TW of 2023.
To realize the set objectives, the scheme focuses on the implementation of key tasks and solutions. Priority will be given to studying methodologies and adopting international experience regarding the collection of statistics on and evaluation of biotechnology’s contributions. Surveys to define the scope and scale of biotechnological applications will also be conducted across agriculture, healthcare, environmental protection, industry and other related sectors. On this basis, a list of economic activities that benefit from biotechnological applications will be drawn up, ensuring their systematic, comprehensive, up-to-date and non-overlapping nature and conformity with the Vietnam Standard Industrial Classification.
As per the scheme, digital transformation will be accelerated through the development of a digital platform for management, sharing and use of biotechnology’s statistical data. The private sector will be encouraged to contribute data to this platform.
