English translation of the 2025 Law Amending the Law on Treaties, No. 137/2025/QH15 is newly published

The amending Law consists of 03 articles, which amend and supplement 22 articles and repeal 02 articles out of a total of 84 articles of the Law on Treaties.

Key highlights of the Law include:

• Formulating negotiation plans must include an assessment of socio-economic: The report on the signing of a treaty must include an assessment of political, national defense, security, socio-economic, and other impacts of the treaty; an assessment of the compatibility between the treaty proposed for signing and other treaties in the same field to which the Socialist Republic of Vietnam is a contracting party
• Clarifying the responsibilities of the Ministry of Foreign Affairs and the Ministry of Justice in the examination and appraisal of treaties: The Ministry of Foreign Affairs and the Ministry of Justice shall be responsible for examining andappraising a treaty within 10 days from the date of receipt of a complete dossier as prescribed in the Law on Treaties, or within 20 days in cases where an treaty examination and appraisal council is established.

• Regulating the competence to decide on the ratification of treaties: The proposing agency shall submit to the Prime Minister for further submission to the President the ratification of a treaty after having obtained written opinions from the Ministry of Foreign Affairs and the Ministry of Justice.
• Procedures for the signing of treaties in simplified cases: Establishing a flexible legal framework for the signing of urgent agreements, humanitarian aid, or response to international emergencies, thereby shortening the time for dossier circulation between agencies.
