Premier urges preparation for implementation of two-tier local administration model

Ministers, heads of ministerial-level agencies, and chairpersons of provincial-level People’s Committees have been urged to intensify efforts to ensure the effective implementation of the new two-tier local administration model from July 1, according to Official Dispatch 92/CD-TTg.

Prime Minister Pham Minh Chinh on June 20 signed Official Dispatch 92/CD-TTg, directing ministries, sectors and localities to focus on key tasks for the implementation of new two-tier local administration model, which is set to take effect from July 1.

Under the Official Dispatch, ministers, heads of ministerial-level agencies, and chairpersons of provincial and municipal People’s Committees are requested to concentrate efforts on implementing core measures to ensure the smooth operations of the new administrative framework.

Guidance on administrative procedures

Implementation of two-tier local administration model

Ministries and local administrations are required to oversee the implementation of decentralization policies under Official Dispatch 87/CD-TTg, addressing issues promptly to maintain operational continuity.

Additionally, they must update and publish administrative procedures on the national database, as specified in Official Dispatch 90/CD-TTg, ensuring that clear guidance is provided for citizens, organizations, and businesses.

Local authorities are expected to carefully manage the establishment of specialized provincial agencies, ensuring compliance with central regulations and required standards.

Deadline for redundancy-related payments: June 30

The PM has also called for the review and simplification of procedures to ensure timely payment of entitlements for civil servants and public employees due to the restructuring. Those who have received redundancy decisions must be paid by June 30 at the latest.

Relevant ministries and sectors must maintain active task forces and hotlines to respond to questions and feedback from local authorities. Outstanding individuals and units will be recognized, while those failing to meet expectations will be subject to criticism or disciplinary measures.

Manual for commune-level People’s Committees

Ministries have to urgently issue circulars on decentralization by June 25 and revise or repeal outdated regulations to align with the updated legal framework.

The Ministry of Home Affairs is responsible for advising on leadership appointments in 23 newly formed provinces and centrally-run cities and completing a manual for commune-level People’s Committees by June 30.

Pilot implementation of the two-tier local administration model

The Ministry of Justice, the Government Inspectorate, and local authorities must finalize the restructuring of inspection and civil judgment enforcement bodies, as directed by the Political Bureau and the Party Central Committee’s Secretariat.

Localities are set to begin piloting the new two-tier administration model by holding official meetings, activating management systems, and launching public service centers to handle administrative processes and foster inter-agency coordination.
