Ministries, localities urged to simplify administrative procedures in construction

In a push to accelerate reforms in the construction sector, the Prime Minister has recently requested the Minister of Construction and Chairpersons of provincial-level People’s Committees to further reduce and simplify administrative procedures in this sector.

Under Official Dispatch 78/CD-TTg dated May 29, the Prime Minister urges the Minister of Construction and local authorities to continue implementing the measures set out in Government Resolution 66/NQ-CP dated March 26, Official Dispatch 69/CD-TTg dated May 22, and other related tasks.

The Ministry has been tasked with promptly reviewing, streamlining, and simplifying 361 administrative procedures related to production and business activities, as well as 447 business conditions under its authority, with a target of reducing administrative processing time, compliance costs, and business conditions by 30 percent by the end of 2025.

It is also required to review and supplement necessary technical standards and regulations in the construction sector, particularly those concerning construction planning, while abolishing or amending outdated or inappropriate standards and regulations, the Prime Minister noted.

Administrative procedures concerning enterprise capacity should be revised to allow businesses to self-declare their operational eligibility, subject to subsequent assessment by competent state agencies.

Relevant authorities are also instructed to further promote decentralization in the appraisal and licensing of projects, in line with the restructuring of administrative units and the implementation of the two-tier local government model.

The Prime Minister emphasized the need to strengthen digitalization, automation, and data reuse, especially data related to planning, land, construction, residents, and businesses, in order to reduce time and costs. At the same time, local authorities must ensure continuity of operations during the administrative restructuring process and the rollout of the two-tier local government model. Provincial and municipal People’s Committees are expected to proactively monitor legal compliance among entities engaged in construction and investment activities.
