06 prohibited acts in artificial intelligence activities from March 1, 2026

The Law on Artificial Intelligence 2025 No. 134/2025/QH15, passed on December 10, 2025, and effective from March 1, 2026, clearly sets out prohibited acts in the field of artificial intelligence.

Pursuant to Article 7. Prohibited acts, the following six groups of prohibited acts shall apply from March 1, 2026:

1. Exploiting or appropriating AI systems to commit violations of the law regulations, infringing upon the rights and legitimate interests of organizations and individuals.

2. Developing, providing, deploying, or using AI systems for the following purposes:

-  Performing acts prohibited by the law regulations;

- Using elements of forgery or simulation of real persons or events to deceive or manipulate human perception and behavior in a purposeful and systematic manner, causing serious harm to the rights and legitimate interests of humans;

- Exploiting vulnerabilities of vulnerable groups, including children, the elderly, persons with disabilities, ethnic minorities, or persons with loss or restriction of civil act capacity, or persons with difficulties in cognition or behavior control, to cause harm to themselves or others;

- Creating or disseminating fake content capable of causing serious danger to national security, social order, and safety.

3. Collecting, processing, or using data to develop, train, test, or operate AI systems contrary to the law regulations on data, personal data protection, intellectual property, and cybersecurity.

4. Obstructing, disabling, or falsifying mechanisms for human supervision, intervention, and control of AI systems as prescribed in this Law.

5. Concealing information required to be public, transparent, or accountable; erasing or falsifying mandatory information, labels, or warnings in AI-related activities.

6. Abusing research, testing, evaluation, or verification activities of AI systems to commit acts contrary to the law regulations.

On March 17, 2026, the Minister of Finance issued Circular No. 21/2026/TT-BTC amending and supplementing several articles of Circular No. 80/2021/TT-BTC guiding the implementation of certain provisions of the Law on Tax Administration and Decree No. 126/2020/ND-CP detailing several articles of the Law on Tax Administration.

Promoting investment in AI infrastructure and national data on AI

According to a Plan to implement the Law on Artificial Intelligence issued under Prime Minister Decision 367/QD-TTg, the national strategy on artificial intelligence will be issued soon. Following its issuance, the strategy shall be reviewed, evaluated and updated at least once every three years or adjusted upon significant fluctuations in technology and the market.
