By the end of this year, all business-related administrative procedures will be carried out online in an uninterrupted, efficient and transparent manner in order to minimize paperwork, according to a program on simplifying administrative procedures related to production and trade activities for 2025-26.
Under Resolution 66/NQ-CP dated March 26, in 2025, the Government targets to prune and simplify at least 30 percent of unnecessary business investment conditions, processing time of administrative procedures, and compliance costs.
At the same time, all procedures will be carried out without being restricted by administrative boundaries within a province or centrally run city.
In the next 12 months, the Government will slash all unnecessary, inconsistent, overlapping or unclear business investment conditions while removing all business investment conditions for sectors and trades not subject to conditional business investment under the Investment Law.
Furthermore, the time required for processing administrative procedures and compliance costs will be reduced by half compared to 2024, while all administrative procedures set by mandatory technical regulations and standards will be reduced and simplified.
Besides, all information, papers and documents in administrative procedures related to production and trade activities will be provided only once to state administrative agencies.
The Resolution assigns related ministries, agencies and provincial-level People’s Committees to simplify administrative procedures falling under their competence.
Specifically, they are required to simplify administrative procedures based on technology application and data reuse, and associated with the apparatus streamlining. It is also a must to promote power decentralization and delegation in the performance of administrative procedures, slash business investment conditions and transfer some stages or licensing procedures to enterprises and social organizations.
The Government requests ministries and ministerial-level agencies to promptly complete the reduction and simplification of internal administrative procedures, and make public internal administrative procedures among state administrative agencies on the National Database of Administrative Procedures, which must be completed before April 30.
