Contractor selection fees on National E-Procurement System from August 4, 2025

These provisions are set forth in Decree No. 214/2025/ND-CP detailing a number of Articles and providing measures for the implementation of the Law on Procurement 2023 regarding contractor selection.

Under Clause 9, Article 14 of Decree No. 214/2025/ND-CP, a contractor must pay VND 330,000/year (inclusive of VAT) to maintain its name and capability profile on the National E-Procurement System. This fee applies from the second year onward after registering to participate in the System.

A contractor must also pay a fee when submitting a bid dossier on the System, specifically:

  • VND 330,000/package (inclusive of VAT) for the following methods:

    • Open bidding

    • Restricted bidding

    • Online price offering (ordinary process)

  • VND 220,000/package (inclusive of VAT) for the competitive offering method.

Fees for winning contractors
  • For a package not divided into parts:
    Fee rate: 0.022% of the winning bid price, but not exceeding VND 2,200,000 (inclusive of VAT).

  • For a package divided into multiple parts:
    The total fee for all winning contractors must not exceed VND 2,200,000 (inclusive of VAT).

    • If 0.022% × total winning bid price ≤ VND 2,200,000: Each winning contractor shall pay a fee = 0.022% × the winning bid value of its awarded portion.

    • If 0.022% × total winning bid price > VND 2,200,000: Each winning contractor shall pay a fee calculated as:
      Fee = VND 2,200,000 × (Value of awarded portion of the contractor / Total winning bid price of the package).

The cost of connection between the National E-Procurement System and domestic credit institutions; branches of foreign banks in Vietnam; domestic non-life insurance enterprises; and branches of foreign non-life insurance enterprises in Vietnam shall be agreed upon between the System’s operating unit and such organizations.

A contractor must fully pay all the above-mentioned costs. In case of late payment, the contractor’s account shall be temporarily suspended, and it will not be able to conduct transactions on the System until the payment obligation is fulfilled.
