According to Clause 2, Article 1 of Decree No. 214/2025/ND-CP, the measures to implement the Law on Bidding on contractor selection include:

Registration on the National Bidding Network System;

Timing for organizing contractor selection.

Disclosure of information in bidding activities;
-
Contractor management.

Article 4 of Decree No. 214/2025/ND-CP provides regulations on ensuring competition in bidding. Specifically:
(1) Contractors participating in bidding for civil works, procurement of goods, non-consulting services, or EPC packages must be legally and financially independent from the following parties:

Contractors providing consulting services for that package, including preparation and appraisal of technical designs, construction drawing designs, cost estimates, front-end engineering design (FEED); price appraisal; contract supervision and inspection, etc.;

The project owner as prescribed at Point d, Clause 1, Article 6 of the Law on Bidding.
(2) Contractors participating in bidding for consulting service packages must be legally and financially independent from the following parties:

Contractors providing consulting services for that package, including preparation and appraisal of expressions of interest, invitation to bid documents; evaluation of expressions of interest and bid documents; appraisal of shortlists and contractor selection results; project management consultancy, contract management consultancy, or other consultancy services involving tasks directly related to the package;

The project owner as prescribed at Point d, Clause 1, Article 6 of the Law on Bidding;

In addition to Points a and b of this Clause, contractors participating in consulting service packages related to goods procurement, civil works, or non-consulting services, including preparation and appraisal of technical designs, construction drawing designs, cost estimates; preparation and appraisal of FEED; price appraisal, etc.
