Supplement obligation to publish information on the national e-procurement system from August 15

Decree No. 225/2025/ND-CP expands the scope of information that agencies and organizations must publish on the National E-Procurement System. This Decree takes effect on August 15, 2025.

Accordingly, Decree No. 225/2025/ND-CP supplements the obligation to publish information on the National E-Procurement System as follows:

  • Article 9 of Decree No. 225/2025/ND-CP: Supplement the obligation to publish the decision approving investment policy.

  • Article 10: Supplement the obligation to publish information on investment and business projects.

  • Article 11: Supplement the obligation to publish the monitoring table on the progress of investor selection.

  • Articles 36 and 40: Supplement the obligation to publish the notice of invitation for expression of interest and project registration dossier.
     

Publish information on the national e-procurement system from August 15

Previous regulations under the Decree No. 23/2024/ND-CP
  • Decision approving investment policy: not yet required to be published.

  • No regulation on publishing the monitoring table on investor selection progress or information on investment and business projects.

  • Regarding the notice of invitation for expression of interest and project registration dossier, only general provisions were provided without detailed requirements.

Thus, the scope of publication has been expanded and regulations have been clarified, avoiding the lack of information during the bidding process.

Previously, Article 23 of Decree No. 214/2025/ND-CP provided for the registration and management of accounts on the National E-Procurement System.
