Plan for classification of financial autonomy of public non-business units

On September 5, 2022, the Government issues Resolution No. 116/NQ-CP on the plan for the classification of financial autonomy of public non-business units in 2022. This Resolution takes effect on August 11, 2022.

In particular, public non-business units established by a competent agency under regulations that are assigned financial autonomy in accordance with Decree No. 43/2006/ND-CP, Decree No. 54/2016/ND-CP; the Decree No. 141/2016/ND-CP shall continue to carry out according to their financial autonomy plan approved by the competent authority until the end of 2022.

Public non-business units of which a financial autonomy plan has not been yet approved shall perform the approval of their 2022 financial autonomy plan in accordance with the Decree No. 60/2021/ND-CP.

From 2023, public non-business units shall formulate their financial autonomy plan and submit it to the competent authority for consideration and approval in accordance with the Decree No. 60/2021/ND-CP and relevant legal normative documents. Public non-business units that have been assigned the financial autonomy by the competent agency under the Decree No. 60/2021/ND-CP shall continue to comply with their approved financial autonomy plan.

The Ministry of Finance is assigned to synthesize the above-mentioned contents in the draft Decree on amending and supplementing Decree No. 60/2021/ND-CP, and submit it to the Government for consideration and decision in the year of 2022.
