Reallocation of lottery business regions from July 1, 2025

On June 30, 2025, the Ministry of Finance issued Circular No. 61/2025/TT-BTC amending Clause 1 Article 4 of Circular No. 75/2013/TT-BTC dated June 4, 2013 of the Ministry of Finance detailing lottery business operation.

Circular No. 61/2025/TT-BTC (effective from July 1, 2025) revises the entire contents of Clause 1 Article 4 of Circular No. 75/2013/TT-BTC, specifying the geographical scope of each regional traditional lottery business area as follows:

(1) The Northern region includes 18 provinces and centrally-run cities: Bac Ninh, Cao Bang, Dien Bien, Hanoi, Ha Tinh, Hai Phong, Hung Yen, Lao Cai, Lang Son, Lai Chau, Nghe An, Ninh Binh, Phu Tho, Quang Ninh, Son La, Thai Nguyen, Thanh Hoa, and Tuyen Quang.

(2) The Central region includes 07 provinces and cities: Da Nang, Dak Lak, Gia Lai, Khanh Hoa, Quang Ngai, Quang Tri, and Thua Thien Hue.

(3) The Southern region includes 09 provinces and cities: An Giang, Ca Mau, Can Tho, Dong Thap, Dong Nai, Lam Dong, Tay Ninh, Ho Chi Minh City, and Vinh Long.

Reallocation of lottery business regions from July 1, 2025

Compared to the previous provisions of Circular No. 75/2013/TT-BTC, the regional classification has now specified the names of provinces and cities and adjusted the scope of each region.

Circular No. 61/2025/TT-BTC has updated the full list of existing localities and assigned Dak Lak and Gia Lai to the Central region (while they were previously classified under the Southern region or the Central Highlands).

A notable new provision of Circular No. 61/2025/TT-BTC provides that Dak Nong Lottery One-Member Limited Liability Company may continue to conduct traditional lottery business in the Central region until December 31, 2025. After this point, the regional classification shall be implemented according to the above list.
