Business registration authorities in operation from July 1, 2025

As provided in Decree No. 168/2025/ND-CP on enterprise registration, which replaces Decree No. 01/2021/ND-CP and takes effect from July 1, 2025:

According to Article 20 of Decree No. 168/2025/ND-CP on business registration authorities, business registration authorities shall be organized at the provincial level (i.e., provinces and centrally run cities) and the commune level (i.e., communes, wards, and special zones), including:

(1) At the provincial level:

  • The business registration authority under the Department of Finance of the province or centrally run city shall grant enterprise registration for enterprises, branches, representative offices, and business locations whose addresses are located in such province or centrally run city under its local management, except where such addresses are located in a hi-tech zone.

The business registration authority may establish reception and result-return locations affiliated to the business registration authority at various places within the provincial territory.

  • The Management Board of the hi-tech zone shall grant enterprise registration for enterprises, branches, representative offices, and business locations whose addresses are located in the hi-tech zone.

The provincial-level business registration authority shall have its own seal and account.

Business registration authorities in operation from July 1, 2025

(2) At the commune level:
  • The Division of Economic Affairs (for communes and special zones);

  • The Division of Economic Affairs, Infrastructure and Urban Development (for wards and Phu Quoc special zone), under the People’s Committee at the commune level.

Commune-level business registration authorities shall have their own seals and accounts for the purpose of enterprise registration.
