Nationwide inventory of public property to be conducted on January 1, 2026

On October 17, 2025, the Ministry of Finance issued Decision No. 3531/QD-BTC on the implementation of the Nationwide Inventory of Public Property at agencies, organizations, units, and infrastructure assets invested and managed by the State.

According to Subsection 1, Section 2 of the Plan on implementation of the Nationwide Inventory of Public Property at agencies, organizations, units, and infrastructure assets invested and managed by the State as of 0:00 on January 1, 2026, promulgated together with Decision No. 3531/QD-BTC dated 2025:

The inventory of public property at agencies, organizations, units, and infrastructure assets invested and managed by the State shall be conducted nationwide in accordance with Point 1, Section III of Decision No. 213/QD-TTg dated March 1, 2024, of the Prime Minister approving the Scheme on Nationwide Inventory of Public Property at agencies, organizations, units, and infrastructure assets invested and managed by the State.

Subsection 1, Section 3 of the Plan on implementation of the Nationwide Inventory of Public Property at agencies, organizations, units, and infrastructure assets invested and managed by the State promulgated together with Decision No. 3531/QD-BTC dated 2025 provides:

“1. Time of inventory (time for finalizing inventory data): 0:00 on January 1, 2026.

  1. Principles of inventory: To be implemented in accordance with Point 2, Section IV of Decision No. 213/QD-TTg dated March 1, 2024, of the Prime Minister approving the Scheme on Nationwide Inventory of Public Property at agencies, organizations, units, and infrastructure assets invested and managed by the State.

  • Subjects of inventory:

  • For infrastructure assets invested and managed by the State: Agencies, organizations, units, enterprises, and other entities currently managing infrastructure assets invested and managed by the State.”

Accordingly, a nationwide inventory of public property at agencies, organizations, units, and infrastructure assets invested and managed by the State shall be conducted at 0:00 on January 1, 2026.
