Hanoi: Applying traffic congestion mitigation fees

This is the important content specified in the Law on the Capital 2024, one of Laws which are passed on June 29, 2024 by the National Assembly.

In particulars, in accordance with Article 30, Law on the Capital 2024, the development of technical and transportation infrastructure stipulated by the City People's Council includes:

(1) Policies on investment and resource mobilization for investing in the construction, development, maintenance, and upkeep of technical infrastructure works, traffic safety works, traffic congestion mitigation works, and public underground works in the City;

(2) Policies on developing a high-capacity public passenger transport system; encouraging investment in the construction and operation of urban railways, buses, stations, terminals, parking lots, and the use of low-emission vehicles; restricting personal vehicles in central areas to reduce traffic congestion and emissions; and applying traffic congestion mitigation fees;

(3) Policies on developing ring roads, logistics centers, and public transport systems in the City and connecting them with centrally-run provinces and cities that have linked development activities with the Capital;

Besides, the City People's Council also prescribes:

-  Policies on encouraging the application of high technology in the management and operation of the transportation system;

- Policies on the management and operation of urban traffic routes and railways, ensuring traffic order and safety and urban civility.

Law on the Capital No. 39/2024/QH15 takes effect on January 01, 2025.
