Completion of conversion from toll payment account to traffic account required by October 1, 2025

On June 18, 2025, the Ministry of Construction issued Official Dispatch No. 5323/BXD-CĐBVN regarding the implementation of Decree No. 119/2024/ND-CP on electronic payment for road traffic.

According to Official Dispatch No. 5323/BXD-CĐBVN, toll payment accounts of vehicle owners opened under Decision No. 19/2020/QD-TTg will be converted into traffic accounts and connected to the non-cash payment instruments of the vehicle owners.

The conversion of the accounts and the transfer of funds from toll payment accounts to the vehicle owners’ non-cash payment instruments must be completed no later than October 1, 2025.

Completion of conversion from toll payment account

To ensure their rights and obligations, vehicle owners are required to proactively coordinate with road use fee payment service providers to:
  • convert toll payment accounts into traffic accounts;

  • link traffic accounts with non-cash payment instruments in accordance with the provisions of Decree No. 119/2024/ND-CP.

To maximize the efficiency of investments in the electronic toll collection (ETC) system and to meet non-cash payment requirements for citizens and enterprises, Decree No. 119/2024/ND-CP also provides for:

  • expanding payment applications based on the ETC system platform;

  • applying the system at parking facilities, airports, seaports, and other transport services;

  • connecting traffic account information with the Road Traffic Electronic Payment Database Management System, which is invested in and managed by the Ministry of Construction.
