Four principles for determining the administrative center of the newly established provincial administrative unit under Decision No. 759

Decision No. 759/QD-TTg approves the Project on rearranging and reorganizing administrative units at all levels and constructing a two-tier local government model, which outlines the principles for determining the administrative center of the newly established provincial administrative unit.

According to Decision No. 759/QD-TTg, the principles for determining the administrative-political center of the new provincial administrative unit include:

(1) Selection of the administrative-political center from existing administrative units: The administrative-political center of the new administrative unit will be selected from one of the currently existing administrative units. This ensures that the local government can quickly stabilize and function effectively after the rearrangement.

(2) Convenient geographical location and synchronized infrastructure: The administrative-political center must have a favorable geographical location, with integrated economic and social infrastructure, especially a developed transportation system, such as airports, roads, and seaports. This will facilitate easy connectivity with other regions within the province, cities, and major economic centers nationwide, or with the maritime space system.

(3) Development space for the future: The administrative-political center of the new administrative unit must have long-term development potential, in line with the socio-economic development orientation of the new administrative unit. This ensures a harmonious and balanced development, avoiding disparities between localities after the merger while ensuring national defense and security. After the new administrative unit stabilizes, research on planning and developing new, reasonable administrative-political centers can be considered, in accordance with the common development trends of the region.

(4) Ensuring local people's consensus: The local party committees and authorities need to unify their awareness and take responsibility for fostering the consensus of local people. This will contribute to maintaining stability and supporting the rearrangement process of administrative units.
