Guidelines on policies for civil servants affected by administrative unit reorganization must be issued by May 31, 2025,

This content is stated in Decision No. 758/QD-TTg dated 2025 on the implementation plan for reorganizing administrative units and developing the two-tier local government model.

According to Decision No. 758/QD-TTg dated 2025, the Ministry of Home Affairs shall take the lead and coordinate with relevant ministries and sectors to formulate:

+ A Decree on regimes and policies for officials, civil servants, public employees, and workers affected during the reorganization of administrative units; and a Decree on the application of special regimes and policies for administrative units after reorganization, particularly in highland, border, and island areas. These are scheduled to be completed before May 31, 2025.

+ A Decree on regimes, policies, salaries, and responsibility-based allowances for commune-level officials, civil servants, and public employees after reorganization. This Decree aims to ensure budget balance, reduce costs for the administrative apparatus, and is expected to be completed before July 30, 2025.

Guidelines on policies for civil servants

Before May 20, 2025, the Government Office shall take the lead and coordinate with relevant ministries and sectors to issue guidelines on the delineation of tasks, powers, and administrative procedures of district-, provincial-, and commune-level authorities.

- Regarding working offices and assets of agencies and units, the Ministry of Construction shall take the lead in issuing guidelines on the selection of locations and the arrangement of working offices, especially handling official-duty housing after administrative unit reorganization. This task is expected to be completed before April 25, 2025.

- The Ministry of Finance shall also coordinate with relevant ministries to issue guidelines on the management, use, and handling of assets and working offices of agencies, units, and organizations after administrative unit reorganization, expected to be completed before April 25, 2025.

-The Ministry of Public Security shall issue guidelines on the use of seals of the People’s Council and People’s Committee at the commune level after reorganization of commune-level administrative units. These regulations are to be completed before June 30, 2025, with agencies and organizations continuing to use existing seals until official decisions are made after the reorganization.
