Formally issuing the Decree on electronic identifiers and authentications

On September 05, 2022, the Government issues Decree No. 59/2022/ND-CP on electronic identifiers and authentications.

In particular, this Decree prescribes the problems relating to electronic identities and authentications. 

“Electronic identities” is organization and individual information in the identification system which defines uniquely individuals or organization in the electronic environment.    

“Electronic identifiers” is the registration, provision, and attachment of electronic identities with the owner of electronic identities.

“Electronic authentication” is the confirmation of electronic identities’ owners by confirming the usage value of that by exploring and comparing information in the national database and electronic confirmation or confirmation of electronic identifier accounts.

In accordance with Decree 59, the electronic identities of Vietnam citizens comprise:

  • Personal information:
  • Number of personal identifiers; 
  • Surname, middle name, and last name; 
  • Date of birth;
  • Sex 
  • Biometrics information; Portrait; fingerprint

Electronic identities of foreigners comprise: 

  • Personal information:
  • Identifier number of foreigners
  • Surname, middle name, and last name;
  • Date of birth;
  • Sex
  • Nationality; 
  • Date of documents and place of passport issuance or international travel documents 
  • Biometrics information; Portrait; fingerprint

Electronic identities of organizations comprise:

  • Electronic identifier code.
  • Vietnamese name, abbreviated name, and foreign name (if any).
  • Date of the establishment.
  • Headquarters’ address.
  • A number of personal identifiers/foreigner’s identifiers; full name of the legal representative or the head of the organization.

This Circular takes effect on October 20, 2022.
