Conditions for establishing national defense education centers from June 3, 2025

On April 19, 2025, the Prime Minister issues the Decision No. 10/2025/QD-TTg on prescribing the establishment, organization, and operation of national defense and security education centers.
Decision No. 10/2025/QD-TTg (takes effect on June 3, 2025, applies to national defense education centers, colleges, universities, regional universities, national universities, military schools with centers, and relevant ministries, sectors, agencies, organizations, local units, and individuals.

Conditions for establishing national defense education centers

Regarding the conditions for establishing national defense education centers, Article 5 of Decision No. 10/2025/QD-TTg provides as follows:

(1) Planning approval: The educational institution must obtain the Prime Minister’s approval for inclusion in the system of national defense and security education centers.

(2) Land area and infrastructure: The institution must have sufficient land area for the construction and development of the center to meet the approved training scale for the national defense and security education subject.

(3) Planning and construction proposal: A proposal must be developed for planning and constructing the center to ensure adequate lecture halls, specialized classrooms, dining facilities, dormitories, and communal areas for students by current national standards. The proposal must also ensure the training scale for students and the provision of sufficient training ground and practice areas as required by the curriculum.

(4) Training and construction plan: The center must ensure training in individual tactics, shooting, grenade throwing, and military drill practices by the standard templates issued by the Ministry of National Defense.

(5) Personnel and lecturers: The institution must develop a plan to allocate a sufficient number of qualified personnel and lecturers in accordance with legal regulations on national defense and security education. In-house lecturers must be capable of teaching 60–70% of the course content. Additionally, a sufficient number of managerial staff must be available to administer and supervise students.
