Enterprises not required to update address after provincial mergers

This is stated in Official Dispatch No. 8614/BTC-KTĐP of the Ministry of Finance regarding decentralization, delegation of powers, and delineation of authority in the reorganization of administrative units and the establishment of the two-tier local government model.

Accordingly, in the field of enterprise and household business management, the Ministry of Finance provides the following guidance in Official Dispatch No. 8614/BTC-KTĐP:

(1) No mandatory address update after administrative reorganization

According to the Ministry of Finance’s guidance in Official Dispatch No. 4370/BTC-DNTN dated April 5, 2025, in cases of changes in administrative boundaries:

Enterprises, household businesses, cooperatives, cooperative groups, and unions of cooperatives may continue using their existing business registration certificates and are not required to update their registered address information.

The address update due to administrative boundary changes is only necessary when requested by the entity or when such an update coincides with other changes.

(2) Business registration system to be upgraded

The Ministry of Finance is directing the upgrade of the National Enterprise Registration Information System, focusing on the following enhancements:

To help enterprises update their addresses after administrative reorganization in a convenient and effective manner

Simplification of the application review process

Applications for address updates will no longer require prior opinion from tax authorities before approval by the business registration authorities

(3) Delegation of household business registration to the commune level

Also according to Official Dispatch No. 8614/BTC-KTĐP, the authority for registration of household businesses, cooperative groups, cooperatives, and unions of cooperatives has been delegated from the district level to the commune level, by Articles 33 to 36 of Decree No. 125/2025/ND-CP.
