Ministry proposes higher casino entry fees for Vietnamese citizens

Under the draft decree on casino business currently open for public feedback, the Ministry of Finance suggests ticket prices of VND 2.5 million (USD 95.32) per day or VND 50 million (USD 1,906) per month for Vietnamese players.

Fines of up to VND 80 million (USD 3,050) could be imposed for not issuing invoices when selling goods or providing services, according to a proposal from the Ministry of Finance.

Under a draft to amend and supplement the Government's Decree 125 of 2020 on administrative sanctions for violations of tax and invoice regulations, the Ministry of Finance has proposed classifying the failure to issue invoices into five different levels.

Infraction levels will correspond to fines of VND 1 million to VND 80 million, depending on the nature and number of invoicing violations.

The highest fines, from VND 60 million to VND 80 million, will be applied in cases where businesses failed to issue 50 or more invoices when selling goods or providing services, according to the regulations.

Low-level fines of VND 1 million -2 million will be applied to sellers who did not issue 1-9 invoices for goods and services that are used for promotion, advertising, sample making, gifts or exchanges for customers, or for paying in lieu of salary for employees (except for goods circulated internally for production).

In addition, the draft decree also proposes expanding the group that is subject to administrative fines for violations in the field of taxes and invoices.

If taxpayers authorize other organizations or individuals to perform tax obligations according to regulations, the authorized organizations or individuals will be fined if they commit violations.
