In Resolution No. 77/NQ-CP, the Government sets out specific tasks for ministries, agencies, and localities to implement during April 2025 and the following period. The Ministry of Construction, as the lead agency, is assigned to coordinate with relevant authorities and localities to carry out the following tasks:
Finalize and submit to the Government for promulgation the resolutions on major projects, such as the high-speed railway project and the Lao Cai – Hanoi – Hai Phong railway project, by April 15, 2025. The Ministry is also required to work with the Ministry of Finance and relevant agencies to review policies to mobilize the participation of major corporations and state economic groups in investing in and developing the railway system.
Review and amend the Law on Planning: Finalize the draft Law amending and supplementing certain provisions of the Law on Planning and submit it to the Government and the National Assembly for consideration at the 9th session.
Coordinate with localities to resolve issues related to construction materials for key transport projects such as the Can Tho – Ca Mau expressway and Bien Hoa – Vung Tau expressway; increase on-site inspections and remove implementation obstacles.
Study and propose specific mechanisms and policies for the development of social housing, including a proposal to allow foreign enterprises and organizations to purchase or lease social housing for workers and employees, in accordance with the direction of the Prime Minister under Official Telegram No. 22/CD-TTg.
Urgently study and formulate national technical regulations on the management, treatment, and recycling of construction waste materials; at the same time, propose preferential mechanisms and policies for collection, treatment, and recycling activities.
Lead the coordination with relevant ministries and agencies to resolve difficulties in the implementation of transport infrastructure projects in Dak Nong province and Hai Phong city, with completion required within April 2025.
