PM approves master plan for implementation of UPR recommendations

On June 19, Prime Minister Pham Minh Chinh approved a master plan for implementing the recommendations accepted by Vietnam during the fourth cycle of the Universal Periodic Review (UPR) conducted by the United Nations Human Rights Council (UNHRC).

On June 19, Prime Minister Pham Minh Chinh approved a master plan for implementing the recommendations accepted by Vietnam during the fourth cycle of the Universal Periodic Review (UPR) conducted by the United Nations Human Rights Council (UNHRC).

Issued under Decision No. 1172/QD-TTg, the master plan aims to advance the Party and State’s guidelines and policies on the protection and promotion of human rights. It affirms Vietnam’s commitment to fulfilling its obligations under the accepted UPR recommendations and, more broadly, its international human rights commitments, with a focus on achieving concrete and substantive outcomes in the protection of human rights nationwide.

The master plan seeks to raise awareness across all levels of government, sectors, and the general public regarding the significance, value, and importance of human rights and the efforts to safeguard and promote them. It also ensures the effective allocation of responsibilities and coordination among relevant agencies during the implementation of the accepted recommendations and provides a coherent framework aligned with agencies’ individual plans in their respective areas.

Additionally, the plan serves to support coordination, monitoring, supervision, and reporting on the implementation process, with the goal of ensuring measurable progress and effective outcomes. These efforts will contribute to Vietnam’s mid-term report and its review under the fifth UPR cycle. The plan also promotes dialogue, international cooperation, and external communications on human rights, while seeking continued support from the international community throughout the implementation process.

The Prime Minister emphasized that the implementation of UPR recommendations must be aligned with the Party and State’s policies, laws, and priorities. It should be feasible in terms of time and resources, cost-effective, and closely integrated with national strategies, target programs, and socio-economic development plans. Furthermore, it must be consistent with Vietnam’s obligations under international human rights treaties to which the country is a signatory.

The master plan outlines six key tasks and solutions to ensure the effective protection and promotion of human rights: strengthening the rule of law and improving legal and institutional frameworks related to human rights; ensuring economic, social, and cultural rights; safeguarding civil and political rights; protecting the rights of vulnerable groups; enhancing human rights education and public awareness; and fulfilling international commitments and strengthening international cooperation in the field of human rights.
