Maximum salaries for SOE's owners from September 15, 2025

This is provided in Decree No. 248/2025/ND-CP, which outlines the salary, remuneration, and bonus regime applicable to direct representatives of state ownership, representatives of state capital, and controllers at state-owned enterprises (SOEs).
According to Articles 5, 6, and 8 of Decree No. 248/2025/ND-CP, the maximum salaries, remunerations, and bonuses for representatives of SOE owners from September 15, 2025, are as follows:

(1) Maximum salary

- The maximum salary of board members and full-time controllers shall be determined based on the base salary and business performance of the enterprise, specifically:

- Enterprises meeting profit targets: up to 02 times the base salary; if exceeding targets, an additional increase applies according to the principle that 1% profit exceeding the target = 2% salary, but not exceeding 20% of the total salary calculated on the basis of twice the base salary.

- Enterprises with no profit: up to 70% of the base salary.

- Loss-making enterprises: up to 50% of the base salary. If losses are reduced compared to the plan, up to 80% of the base salary. In case of restructuring, an additional 50% of the determined level may be added.

- Enterprises significantly exceeding profit targets: the maximum may be increased to 2.5 – 4 times the base salary, depending on performance.

- Newly established enterprises: in the first year, the maximum salary shall not exceed the base salary.

- Public utility enterprises: maximum 1.5 times the base salary; for essential key enterprises, up to 02 times the base salary.

- Enterprises engaged in both public utility and business activities: may choose salary calculation based on the main activity or the public utility activity.

(2) Maximum remuneration

Part-time board members and controllers may receive maximum remuneration equal to 20% of the salary of the corresponding full-time position.

(3) Maximum bonus

- Bonuses for board members and controllers shall be deducted from the reward and welfare fund.

- The specific annual bonus shall not exceed the average monthly salary corresponding to the enterprise’s allowable deduction for the reward and welfare fund.
