Incentives proposed to boost scientific development, innovation in higher education institutions

The Ministry of Education and Training has proposed transforming universities toward a “teaching - research - innovation - transfer” model, and establishing an innovation value chain linking the State, universities and enterprises.

In order to promote science, technology and innovation in higher education institutions, the Ministry of Education and Training (MOET) has released a draft decree proposing policies to improve the mechanism for cooperation among the “State - universities - enterprises” while fostering high-quality human resources and potential research groups.

Under the draft, state enterprises would be required to allocate at least 30 percent of their science, technology and innovation funds for cooperation with universities and co-financing of universities’ science and innovation funds.

Higher education institutions would be encouraged to proactively formulate and implement programs and projects on cooperation with enterprises in research, training, technology transfer and innovative entrepreneurship.

Universities would also be allowed to adopt mechanisms to attract experts from enterprises, thereby effectively leveraging enterprises’ practical knowledge and technological capabilities in training and research activities.

The draft also proposes recognizing “scientific research hours” for lecturers who wish to participate in cooperation and joint research with enterprises, with a view to providing incentives and strengthening university - enterprise linkages in addressing technological challenges.

Joint projects would be encouraged to apply mechanisms for co-ownership of research outcomes, inventions and technological solutions, ensuring balanced benefits, enhancing commercialization potential, and promoting the development of shared products among stakeholders.

In terms of state support, priority would be given to funding cooperative tasks between universities and enterprises, procuring technological products derived from joint research, and promoting joint investment in laboratories, co-ownership of inventions and commercialization of research outcomes.

The draft also sets out breakthrough policies to attract, nurture and develop high-quality scientific human resources in higher education institutions through stratification and clear career development pathways, while introducing substantive incentives for professors, associate professors, young lecturers, doctoral candidates and master’s students.

Accordingly, reduced teaching workload requirements and application of the mechanism for long-term research leave of up to one year with full salary payment are proposed for professors and associate professors.

Young lecturers would also receive three-year research start-up packages, while doctoral candidates would be eligible for tuition exemptions, scholarships, cost-of-living allowances and institution-level research assignments.

Doctoral candidates who are lecturers would have their teaching hours reduced while retaining full salary during their research period.
