Government introduces National Data Architecture Framework

The National Data Architecture Framework is a system that provides overall orientation on the structure, stratification, technical standards, and model for data sharing among national, specialized and local databases, as well as information systems of agencies in the political system.

A Prime Minister Decision has been issued to promulgate the National Data Architecture Framework, the National Data Governance and Management Framework, and the Common Data Dictionary (Version 1.0).

Decision 2439/QD-TTg dated November 4 says that the development of the National Data Architecture Framework, the National Data Governance and Management Framework, and the Common Data Dictionary aims to establish three core pillars in the data development and governance, creating a solid foundation for the process of building and operating a digital nation. Once simultaneously designed, promulgated and operated, these three components would form a consistent, safe and effective shared-use national data platform, ensuring the connection, sharing and exploitation of data to serve the administration, socio-economic development and the promotion of national digital transformation.

The National Data Architecture Framework aims to unify the development of data architecture to be applied at ministries, ministerial-level agencies, government-attached agencies, central bodies of political organizations, the Supreme People’s Procuracy, the Supreme People’s Court, the National Assembly’s agencies, the Vietnam Fatherland Front’s central agencies, and People's Committees of provinces and centrally-run cities.

Government introduces National Data Architecture Framework

The National Data Architecture Framework consists of basic data layers, namely source data metadata, master data, reference data, transaction data, aggregate data, inferred data and open data. It provides models of data blocks based on function and business processes - data serving citizens and enterprises, data serving specialized business management, data serving the steering, management and policy formulation; data serving resource governance, data serving national defense and security, social order and safety, and institutional/policy data.

It identifies the data orchestration platforms, and specifies data connection between information systems and databases at ministerial, sectoral and local levels with the National Data Center and the national common data orchestration flow.

Operation principles of the National Data Architecture Framework

One of the important operation principles of the architecture framework is to collect data only once to limit duplication and cut processing costs and increase reliability.

Data will be managed by a single owner, ensuring clarity in control, security and sharing among systems. Data updating and synchronization will be performed continuously to maintain accuracy and timeliness. The national aggregate database is tasked to manage national master data, ensuring legally valid information.

Regarding the data storage and management, agencies and organizations are responsible for storing data at the minimum necessary level according to their assigned functions and tasks, and usage objectives. Data sharing needs to be transparent regarding the source, content, and scope of use, while minimizing intermediate steps in the connection process in order to ensure that data are transmitted quickly, accurately, and cost-effectively.

The National Data Architecture Framework also sets requirements for safety, security and delegation of powers and compliance with the Law on Cybersecurity, the Law on Personal Data Protection and other relevant laws. It will be evaluated and updated periodically to ensure effectiveness and compatibility with technological development and practical needs.-
