Only half a month left to apply the policy on house rental support

Being issued and taking effect on March 28, 2022, the implementation and application of the policy on house rental support in accordance with Decision No. 08/2022/QD-TTg are still late. So, what is the deadline for the policy?

1. When is the deadline for the policy on house rental supports?

In accordance with the regulations prescribed in the Decision No. 08/2022/QD-TTg, there are 02 groups of employees to receive the house rental support, including:

Group 1:  Employees currently working for enterprises, enter into labor contracts with a term of 1 month or more that take effect before April 1, 2022, that live in rented houses or lodging houses in the period from February 1, 2022, to June 30, 2022.

Group 2: Employees returning to the labor market and enter into labor contracts with a term of 1 month or more that take effect in the period from April 1, 2022, to June 30, 2022, they live in rented houses or lodging houses in the period from April 1, 2022, to June 30, 2022.

Pursuant to the Article 7 and Article 11 of the Decision 08 prescribing the order and procedures for implementation of house rental supports of the above 02 groups, the submission of the dossier is the employer’s responsibility.

The authorized agencies receiving the dossiers are the district-level People’s Committee of the locality where its head office or branch, representative office, or production and business location is based.

Clause 4, Article 7, and Article 11 of the Decision No. 08/2022/QD-TTg define the deadline for house rental support:

The deadline for receiving dossiers is August 15, 2022.

Therefore, only half a month left to apply the policy on house rental support. Enterprises must rapidly complete all the dossiers to support the district-level People's Committee by the deadline of August 15, 2022, to make the base for authorized agencies to implement the house rental policies before August 15, 2022.

2. What papers should be prepared for the dossier of house rental supports?

Employers shall be responsible for the dossiers of house rental supports. Employees can only make declarations and submit the application for house rental support in accordance with the Form issued with Decision No. 08/2022/QD-TTg so that enterprises can save and collect information.

Pursuant to Article 6 and Article 10 of Decision 08, the dossiers of request for support those enterprises send to the district-level people's Committee, including:
 

Dossier of house rental supports employees currently working for enterprises

Dossier of house rental supports employees returning to the labor market

- A list of employees requesting house rental support with a social insurance agency’s confirmation, made according to Form No. 02.

- A copy of the enterprise’s list of salary recipients in the month preceding the time the enterprise makes the list. If Form No. 02 includes employees not subject to compulsory social insurance but in the list of house rental support.

 

- A list of employees requesting house rental support with a social insurance agency’s confirmation, made according to Form No. 03.

- A copy of the enterprise’s list of salary recipients in the month preceding the time the enterprise makes the list. If Form No. 03 have:

+ Employees who are not subjected to compulsory social insurance but are still on the list of house rental support.

+ Newly recruited employees who have entered into labor contracts but have not yet been included in social insurance.

 

3. How long does it takes to receive house rental support?

In accordance with Article 7 and Article 11 of Decision No. 08/2022/QD-TTg, enterprises must summarize the list of employees requesting house rental support and list publicly and transparently at the workplace for at least 03 working days.

If receiving information with any doubt about beneficiaries and conditions for support, within 2 working days. Then, a list of employees requesting house rental support shall be transferred to the social insurance agency for confirmation.

Within 02 working days from the date of receiving the request, the social agency shall confirm the enterprise’s list of employees requesting house rental support if the declaration information is exact

After the confirmation, the enterprise shall send a dossier to the district-level People’s Committee of the locality where its head office or its branch, representative office, or production and business location is based for appraisal and submit it to the provincial-level People's Committee for approval. The submission time is 02 working days and the time for approving the list of house rental supports and direction of paying house rental support is 02 working days.

After receiving support amounts from the provincial-level People's Committee, the enterprise must pay the support amounts to employees within 02 working days.

Employees take 11 working days for receiving the support amounts in accordance with law provisions. However, not all employees are receiving these support amounts in the right term.

In the regular press meeting of the Government on July 04, 2022, the Minister of Labor, Invalids and Social Affairs admits that the disbursement rate of this support is still low. Many localities and enterprises are afraid of making errors and need more time to check information. This is one of the reasons for the late disbursement.

The Government Office issues 02 Official Dispatch No. 4379/VPCP-KGVS and the Official Dispatch No. 4718/VPCP-KTTH requiring localities to direct and organize the disbursement implementation of house rental supports for employees in the right regulations and progress without any delay.

Here is the new information on the deadline for submitting the dossier of house rental support.
