The Government directs the formulation of a salary and allowance scheme

This is a notable provision in Resolution No. 268/NQ-CP of the Government on the implementation and operation of the two-tier local government model.

Under Resolution No. 268/NQ-CP, the Government assigns the Ministry of Home Affairs to take the lead and coordinate with the Ministry of Education and Training, the Ministry of Health, other relevant ministries, and local authorities to conduct a comprehensive review of the demand for education and healthcare personnel in localities; and to provide guidance, supervision, and inspection of recruitment to ensure compliance with the staffing quotas assigned starting from the 2025–2026 academic year.

The Ministry of Home Affairs is tasked with proactively formulating a Salary and Allowance Scheme, reporting to the competent authorities for decision, to ensure uniform and consistent application across the entire political system.

The Ministry of Education and Training and the Ministry of Health are responsible for reviewing their circulars guiding staffing norms in the education and healthcare sectors to ensure compliance with the guidelines and conclusions of the Politburo and the reports of the Central Steering Committee before promulgating them under their competence.

With respect to organizational structure, staffing, and personnel work, the Government assigns the Ministry of Home Affairs to promptly advise and submit to the Government for promulgation documents amending and supplementing regulations on organizational structure, staffing, recruitment, evaluation, planning, training, and professional development of officials in line with the new regulations of the Politburo.

The Ministry of Home Affairs shall coordinate with relevant ministries and local authorities to provide guidance on the arrangement and assignment of part-time personnel for local implementation.

It shall also provide guidance on the functions, tasks, and powers of public service units so that commune-level People’s Committees may review and adjust the functions and tasks of their affiliated public service units to ensure consistency and uniformity.
