Social network user accounts to be verified with subscriber phone numbers

From December 25, social media platforms providing Internet services and cross-border information in Vietnam will have to implement stricter user authentication processes, through phone numbers and personal identification numbers.

Such is a salient point of Government Decree 147/2024/ND-CP dated November 9, on the management, provision and use of Internet services and information in cyberspace.

Specifically, foreign providers of cross-border information into Vietnam that use data storage rental services in Vietnam or having 100,000 visits/accesses per month or more from Vietnam will have to verify user accounts with their subscribers’ mobile phone numbers on their platforms.

In case users confirm that they have no mobile phone numbers in Vietnam, service providers may verify their accounts using their personal identification numbers in accordance with the law on electronic identification and authentication.

Only verified accounts, either through phone numbers or personal identification numbers, can post information, write articles, leave comments, perform livestreaming, and share information on social networks, the new regulation stressed.

Meanwhile, those livestreaming on these platforms for commercial purposes are required to use personal identification numbers to authenticate their accounts.

The new Decree requires such platforms to maintain databases of user information upon their account registration, including full names, dates of birth and phone numbers, and provide such data to competent agencies when so requested.

For accounts that have been activated, the authentication must be completed within 90 days from the effective date of this Decree.

Under the Decree, Internet service providers will have to block or remove all violating contents within 24 hours after receiving requests from competent agencies.
