Regarding the fire prevention and fighting, rescue and salvage regulations, Article 3 of Decree No. 105/2025/ND-CP specifically provides as follows:
(1) For establishments, the regulations must include the following basic contents:

Rules on the management and use of electricity, sources of fire and heat, devices and tools generating fire and heat, and flammable or explosive substances;

Rules on the management and use of fire prevention and fighting, rescue and salvage equipment and devices;
-
Rules on actions to be taken in case of fire, explosion, accidents, or incidents.
(2) For vehicles, the regulations must include the following basic contents:

The contents specified in item (1);

Rules on the arrangement and stowage of fire- and explosion-prone goods on vehicles.

In addition, the head of the establishment or the vehicle owner shall issue, or advise a competent authority to issue, the fire prevention and fighting, rescue and salvage regulations. These regulations must be appropriate to the nature and operational characteristics of the establishment or vehicle and must be disseminated and posted in visible locations.

Appendix III: List of works and vehicles subject to fire prevention and fighting design appraisal by specialized management authorities;

Appendix V: List of fire prevention and fighting, rescue and salvage equipment and fire-resistant, fireproof materials and components subject to pre-market approval;

Appendix VI: Rates of compulsory fire and explosion insurance premiums and deductibles;

Appendix VII: List of establishments required to purchase compulsory fire and explosion insurance;
