Decree on decentralization and delegation of powers to be approved by june 12, 2025

On June 7, 2025, the Prime Minister issued Official Telegram No. 83/CD-TTg to further promote decentralization and delegation of powers and clarify competence across sectors and fields.

To promptly and comprehensively complete the legal framework for the implementation of the two-tier local government model from July 1, 2025, in line with the policy directions of the Politburo, the Secretariat, and especially the directives of General Secretary To Lam, the Prime Minister, in Official Telegram No. 83/CD-TTg, requested the following:

Decree on decentralization and delegation of powers
  • Ministers and heads of ministerial-level agencies must urgently finalize draft decrees on decentralization, delegation of powers, and delineation of competence in the sectors and fields under their respective management to be submitted to the Government for promulgation. The deadline for completion is June 10, 2025.

  • The Deputy Prime Ministers assigned to oversee specific sectors shall review and approve the draft decrees on decentralization, delegation of powers, and delineation of competence before submitting them to Permanent Deputy Prime Minister Nguyen Hoa Binh for signature and promulgation. The deadline for completion is June 12, 2025.

  • Chairpersons of People’s Committees of centrally run provinces and cities shall proactively organize the implementation and direct relevant subordinate authorities to receive and carry out the tasks assigned under the decentralization, delegation of powers, and delineation of competence framework. The implementation must ensure full and timely performance of assigned duties, avoid legal gaps, and facilitate uninterrupted and smooth administrative procedures for citizens and businesses, without causing inconvenience, harassment, increased costs, or wasted time and effort.
