Decree No. 222/2025/ND-CP on teaching and learning in foreign languages at educational institutions

Decree No. 222/2025/ND-CP of the Government providing for teaching and learning in foreign languages at educational institutions was promulgated on August 8, 2025.

Accordingly, Decree No. 222/2025/ND-CP provides for:

  • Principles of teaching and learning in foreign languages.

  • Requirements for programs, curricula, learning materials, teaching staff, learners, physical facilities, equipment, testing and assessment, quality assurance, tuition fees, and tuition fee management.

  • Competence, dossiers, and procedures for approving, extending, adjusting, suspending, and terminating teaching and learning in foreign languages.

Subject of application:

  • General education institutions, continuing education institutions, vocational education institutions, higher education institutions, and schools under state agencies, political organizations, socio-political organizations, and the armed forces;

  • Teachers and learners in foreign language-based teaching and learning; relevant agencies, organizations, and individuals.

Decree No. 222/2025/ND-CP on teaching and learning

Decree No. 222/2025/ND-CP does not apply to foreign-invested educational institutions implementing fully foreign language-based curricula in general education, continuing education, vocational education, and higher education.

Regarding the principles of teaching and learning in foreign languages, Decree No. 222/2025/ND-CP provides as follows:

  • Based on societal needs and learners’ voluntariness; ensuring the quality of education and training; contributing to the promotion of Vietnam’s education, traditions, and culture.

  • Subjects, modules, courses, and educational activities taught and learned in foreign languages must meet the objectives, content, and methods of the approved programs and comply with laws on education for each level and training qualification.

  • Publicize information on teaching and learning in foreign languages on the educational institution’s website immediately after the proposal is approved by the competent authority.

Regarding programs, curricula, and learning materials:

  • Must not contain content harmful to national defense, security, or public interests.
  • Must not propagate religions, distort history, or negatively affect Vietnamese culture and fine customs and traditions.
  • Must ensure articulation between education levels and training qualifications in accordance with regulations.
