On April 06, 2022, the Government hereby promulgates the Decree No. 24/2022/ND-CP amending and supplementing a number of articles of the decrees prescribing conditions for investment and operation in vocational education.
Accordingly, the Decree No. 24/2022/ND-CP on amending and supplementing the conditions on joint training with foreign parties at the Article 22 of the Decree No. 15/2019/ND-CP as follows:
- Training sectors, occupations and levels In the forms of joint training may carry out joint training at vocational education levels in the fields specified by the foreign parties and sectors and occupations of Vietnam, except sectors and occupations in the realm of politics, security, national defense or religion.
- Possess physical foundations and training equipment that satisfy requirements of the training program; law of the country where the diplomas or certificates are granted and are suitable to the training scale;
Within that,have lecture rooms, laboratories; practice rooms or workshops; and have trial production facilities meeting requirements under the training programs for primary intermediate and college degrees.
- Training programs, course books and learning materials: Fully provide training programs, course books and learning materials for their students according to requirements of joint training programs;
Training programs have no contents detrimental to national defense and security and public interests; neither propagate religions nor distort history; exert no bad impacts on culture, morality or fine traditions and customs of Vietnam.
- Teachers must meet the professional standards, be sufficient in number, satisfy the professional structure under the training programs’ requirements and law regulations of the country where the diplomas and certificates are granted;
Foreign teachers teaching foreign languages at vocational education institutions must possess bachelor’s degree or higher and appropriate foreign language teaching certificates.
- Possessing a vocational education quality accreditation certificate granted by a foreign accreditation agency or recognized by a competent agency or organization to satisfy vocational education quality accreditation.
