By August 29, 2025, submit reports on establishments causing serious environmental pollution

This requirement is outlined in Official Dispatch No. 5705/BNNMT-MT of the Ministry of Agriculture and Environment, which was issued on August 19, 2025, regarding the implementation of specific tasks related to environmental protection.

According to Official Dispatch No. 5705/BNNMT-MT, based on the review of annual environmental protection reports submitted by localities to the Ministry of Agriculture and Environment, it has been found that several localities have not fully complied with directives to definitively address establishments causing serious environmental pollution in their provinces. Some localities have been slow to implement or have not taken resolute measures with respect to establishments listed for mandatory handling under Decision No. 1788/QD-TTg.

Reports on establishments causing serious environmental pollution

Therefore, in order to strictly comply with the directives of the Prime Minister and accelerate the definitive handling of establishments causing serious environmental pollution in accordance with law, the Ministry of Agriculture and Environment requests the People’s Committees to direct relevant agencies and units as follows:
  • Promptly review, update, and compile statistics on establishments causing serious environmental pollution that remain unresolved in their localities, in accordance with Appendix 1 attached hereto, and submit reports to the Ministry of Agriculture and Environment no later than August 29, 2025, for consolidation and reporting to the Prime Minister as prescribed.
    In cases where the definitive handling of establishments causing serious environmental pollution remains incomplete, reasons, causes, proposed solutions, and timelines for completion must be clearly specified.

  • Prioritize allocation of resources and funding from local budgets, mobilize socialized capital and other lawful sources of funding to definitively handle the remaining establishments causing serious environmental pollution in their localities; intensify inspection and supervision, and strictly handle organizations and individuals that delay or fail to comply with implementation requirements.
