List of provinces, cities getting tuition fee exemption in the school year of 2022 - 2023

To this time, many provinces and cities have noticed tuition fee exemptions and reductions for preschools and formal education institutions in their localities. The following article shall collect all provinces and cities getting tuition fee exemption and reduction in the school year of 2022 - 2023 as well as tuition range for the school year of 2022 - 2023.

1. Hai Phong

Hai Phong is the first city to get tuition fee exemption, a reduction in the school year of 2022 - 2023. Each year, Hai Phong deducts more than VND 400 billion from the local budget to support education.

Last year, the city exempted and reduced tuition fees for preschool and secondary school (the primary school is exempted in accordance with the Law on Education) and reduced tuition fees for high school in the school year 2022 - 2023 To this moment, 100% students in all levels in Hai Phong are exempted from tuition fee in the school year of 2022 - 2023. 

2. Ba Ria - Vung Tau

The People’s Committee of Ba Ria - Vung Tau province decides to exempt tuition fees for preschool, primary school, secondary public, and private high schools in the school year 2022 - 2025.

In particular, 5-year-old preschool children are entitled to a tuition fee exception from the school year of 2022-2023 to the end of the school year of 2023-2024, and secondary school students are exempted from tuition fees from the school year of 2022 - 2023 to the end of the school year of 2024 - 2025.

The estimated state budget shall spend more than VND 568 billion for the tuition fee exemption in the 2022 - 2025 period. The estimated tuition fee for the school year 2022 - 2023 is over VND 110 billion.

3. Da Nang

Da Nang city shall support all tuition fees within 09 months of the school year of 2022 - 2023 for the students of preschool, public, and private secondary schools in the city.

Besides, Da Nang city also deducts more than VND 4,685 billion to buy textbooks for 8,438 students from poor households, orphans by Covid-19, and 4,400 students from near-poor households in public and private high schools, continuous education facilities in the school year of 2022 - 2023.

4. Can Tho

At the 7th meeting on August 24, 2022, the People’s Council of Can Tho approves 02 Resolutions on tuition fees and tuition support in the school year of 2022 - 2023.

This is the first time Can Tho city exempts all the tuition fees for students at all levels in the locality. Accordingly, all students in Can Tho city shall be exempted from tuition fees in the next school year. The support is from the budget of the city. The estimated budget is VND 308.943 billion.

Mr. Tran Thanh Binh, the Director of Education and Training said: In the school year of 2022 - 2023, there are 142,629 children and students. It is necessary for the city to issue a resolution on the policy of tuition fee support.

5. Quang Ninh

In the previous year, Quang Ninh reduced all tuition fees for students of preschool and primary school, secondary school, and public and private high schools that are heavily affected by Covid-19.

Currently, Quang Ninh province is researching the budget to decide whether to accept or reduce tuition fees from the school year 2022 - 2023 or not. 

6. Ho Chi Minh city Ca Mau temporarily does not determine the tuition fee at the beginning of the year

At the Official Dispatch No. 2987/SGDDT-KHTC dated August 23, 2022, the Department of Education and Training of Ho Chi Minh city requires schools not to collect the tuition fee in the school year of 2022 - 2023 to wait for guidance on the tuition fee in the new school year from the People's Committee.

For other non-tuition fees such as teaching 02 sessions/day, organizing gifted classes for students, foreign languages, informatics, electives, serving day-boarding, cleaning day-boarding classes... schools continue to maintain the same content and collection level as in the school year of 2021-2022.

Estimates of revenues and expenditures from services, support must be made before informing and unifying with the parents. Besides, all the public schools in Ho Chi Minh city shall make payments by non-cash methods.

Besides, Ho Chi Minh city, Ca Mau province also decides not to collect tuition fees for preschool and public school in the school year of 2022 - 2023.

7. Tuition range for the school year of 2022 - 2023 of other provinces and cities

This range is applicable to the provinces and cities which are not exempted from tuition fees in accordance with provisions of the Government.

Pursuant to Decree No. 81/2021/ND-CP, the tuition range for the school year 2022 - 2023 is as follows:
