Government requests finalization of decree on developing an electronic employment contract platform

This content is stated in Resolution No. 230/NQ-CP on the July 2025 regular Government meeting and the online conference with localities, promulgated on August 10, 2025.
Under Resolution No. 230/NQ-CP, the Government requests the Ministry of Home Affairs to take the lead and coordinate with relevant agencies and localities to:

developing an electronic employment contract platform
  • Urgently finalize the Decree on developing an electronic employment contract platform; and the draft Decree on determination of job positions, and submit them to the Government in accordance with regulations.

  • Organize professional training and retraining for commune-level officials and public employees; develop a set of tools for assessing work performance as a measure of the quality of cadres and public employees, to be completed before August 31, 2025.

  • Study and advise the Government to promulgate regulations on regimes and policies, including supplementation of certain beneficiaries based on the Politburo and Secretariat’s Conclusion No. 183-KL/TW dated August 1, 2025, ensuring reasonable correlation among categories of cadres and public employees affected by organizational restructuring.

  • Coordinate with ministries, agencies, and localities to continue reviewing and improving institutions, and revising and supplementing legal provisions related to the organization and operation of two-tier local administrations; consolidate organizational structures, develop human resources, and arrange and train cadres, public employees, and officials appropriately.

  • Take the lead and coordinate with the Ministry of Finance, agencies, and localities in directing and guiding the implementation of regimes and policies for cadres and public employees affected by organizational restructuring before August 31, 2025; after this deadline, the implementation will cease; and report to the Government on the results before August 31, 2025.
