Total pilot greenhouse gas emission allowances for 2025-2026

The Prime Minister has issued Decision No. 263/QD-TTg on approval of the total pilot greenhouse gas emission allowances for 2025-2026.

 

Decision No. 263/QD-TTg approves the total pilot greenhouse gas emission allowances for 2025-2026 for allocation to 34 thermal power plants, 25 iron and steel production facilities, and 51 cement production facilities as follows:

  • The total pilot greenhouse gas emission allowance for 2025 is 243,082,392 tons of CO2 equivalent.
  • The total pilot greenhouse gas emission allowance for 2026 is 268,391,454 tons of CO2 equivalent.

The Ministry of Agriculture and Environment shall assume the prime responsibility for, and coordinate with, the Ministry of Industry and Trade and the Ministry of Construction in piloting the allocation of greenhouse gas emission allowances for 2025 and 2026 to each thermal power plant, iron and steel production facility, and cement production facility, and guiding the implementation thereof in accordance with regulations; organizing the assessment and summarization of the pilot process; and proposing the improvement and finalization of legal regulations on greenhouse gas inventory and the allocation of greenhouse gas emission allowances.

The Ministry of Industry and Trade and the Ministry of Construction shall monitor and assess the implementation of emission allowances by the facilities allocated allowances within their respective management scope.

This Decision takes effect on the date of its signing.

The Minister of Agriculture and Environment, Minister of Industry and Trade, Minister of Construction; Heads of ministerial-level agencies; Chairpersons of People’s Committees of provinces and centrally run cities; and related organizations and individuals shall implement this Decision./.

According to a Plan to implement the Law on Artificial Intelligence issued under Prime Minister Decision 367/QD-TTg, the national strategy on artificial intelligence will be issued soon. Following its issuance, the strategy shall be reviewed, evaluated and updated at least once every three years or adjusted upon significant fluctuations in technology and the market.
