Strengthening control over the production and trading of nutritional products

The Ministry of Health has issued Official Dispatch No. 5786/BYT-ATTP on strengthening the control of the production, trading, and advertising of nutritional products for young children, feeding bottles, and artificial teats.

Accordingly, the Ministry of Health received feedback from the Alive & Thrive Program (April 9, 2025) that certain mother-and-baby brands had advertised nutritional products for young children, feeding bottles, and artificial teats in violation of regulations on online platforms.

Competent authorities also detected counterfeit and substandard milk products, including nutritional milk for young children.

Under Official Dispatch No. 5786/BYT-ATTP, the Ministry of Health instructed as follows:

(1) Inspection and review

  • Provincial/municipal People’s Committees shall direct the Departments of Health to take the lead and coordinate with the Departments of Industry and Trade, Science and Technology, Culture, Sports and Tourism, and relevant agencies to:

  • Conduct a comprehensive inspection of the production, trading, advertising, and communication activities related to these products.

(2) Handling of violations

  • Violations shall be strictly handled in accordance with Decree No. 100/2014/ND-CP and regulations on sanctioning in the fields of health, commerce, and advertising.

  • Serious violations must be reported to the Ministry of Health (through the Food Safety Department) for coordinated handling.

In addition, propaganda activities shall be intensified to promote the benefits of breastfeeding. At the same time, health facilities and enterprises engaged in the production and trading of such products must be guided to strictly comply with legal regulations when advertising and distributing products.
