According to Prime Minister Decision 19/2024/QD-TTg, emission standard levels (from level 2 thru level 5) for newly imported, manufactured and assembled motor vehicles will be equivalent to European standards, from Euro 2 thru Euro 5, as announced by the the United Nations Economic Commission for Europe and the European Communities’ directive on motor vehicles type approval.
Meanwhile, two-wheeled motorcycles that are newly imported, manufactured and assembled will apply level 2 from January 1, 2025, through June 30, 2027, and level 4 from July 1, 2027.
Newly imported, manufactured and assembled two-wheeled motorbikes will be subject to level 3 from January 1, 2025, thru June 30, 2026, and level 4 from July 1, 2026.
As for imported used motor vehicles, the emission standards will be ranged from level 1 to level 4, based on limits of pollutants in emission gases under Vietnamese standards. In light of this, the level-4 emission standard will be applicable to imported used cars from January 1, 2025.
Noticeably, the “zero” emission standard, which expresses that gas emission from the engine of a motor vehicle does not contain pollutants with the emission limits specified in the aforesaid emission standards, will be applied from January 1, 2026. Subjects of application includes newly imported, manufactured and assembled four-wheeled passenger vehicles, four-wheeled cargo vehicles, three-wheeled motorcycles and three-wheeled motorbikes, as well as imported used four-wheeled passenger vehicles and four-wheeled cargo vehicles.
