At least 50% of urban public transport vehicles to be electric by 2030

This objective was stated by the Prime Minister’s Directive No. 09/CT-TTg on strengthening the implementation of energy efficiency, promoting energy transition, and developing electric vehicles, issued on March 19, 2026.

Directive No. 09/CT-TTg identifies the goal of promoting the transition to electric vehicles, setting a requirement that by 2030, at least 50% of public transport vehicles in urban areas shall switch to electric vehicles, contributing to reducing dependence on imported petroleum and ensuring national energy security.

To achieve this goal, the Prime Minister, under Directive No. 09/CT-TTg, requires ministries, sectors, and localities to accelerate the conversion of public transport vehicles and official duty vehicles to electric power. Simultaneously, they are tasked with developing charging station infrastructure and encouraging the use of biofuels to reduce reliance on imported petroleum.

The development of charging infrastructure is to be synchronized with planning, including requirements to supplement electric charging infrastructure within urban areas, parking lots, and construction projects.

Additionally, the Directive assigns the Ministry of Industry and Trade to preside over the formulation and promulgation of safety technical regulations and energy efficiency standards for charging equipment, charging stations, and electrical systems for charging stations, to be completed in the third quarter of 2026.

At the same time, localities are responsible for formulating and promulgating mechanisms and policies to encourage enterprises to invest in electric charging stations, as well as encouraging the development of electric buses, electric taxis, and clean transport vehicles within their jurisdictions.

Furthermore, the Directive requires encouraging the use of public transport, enhancing petroleum savings in transport activities, and promoting the use of biofuels such as E10 gasoline according to the roadmap to reduce mineral gasoline consumption.
