New rules on managing foreign nationals entering Vietnam with e-visas from September 15, 2026

Under Clause 1, Article 9 of Decree No. 286/2026/ND-CP, ministries, ministerial-level agencies, and provincial-level People's Committees must coordinate with immigration authorities in exchanging information relating to the issuance of visas, Investment Registration Certificates, Enterprise Registration Certificates, work permits, practicing licenses, and training or cooperation programs involving foreign nationals, as well as conferences and seminars attended by foreign nationals entering Vietnam with e-visas or under visa exemption.

At the same time, agencies and organizations inviting or sponsoring foreign nationals are required to coordinate with accommodation establishments in making temporary residence declarations in accordance with law.

In addition, Point b, Clause 4, Article 11 of Decree No. 286/2026/ND-CP provides that ministries, ministerial-level agencies, and provincial-level People's Committees must cooperate with immigration authorities in handling cases where foreign nationals entering Vietnam under visa exemption or with e-visas commit violations of law while working or participating in conferences or seminars organized by their affiliated agencies or organizations.

Meanwhile, Decree No. 64/2015/ND-CP only provided for coordination in managing information relating to visa issuance, investment certificates, work permits, temporary residence declarations, and the settlement of arising issues. It contained no separate provisions governing foreign nationals entering Vietnam with e-visas or under visa exemption, or their participation in conferences and seminars.
