The Government has recently issued the new framework for average retail electricity prices under Decision 07/2025/QD-TTg dated March 31.

The Government has recently issued the new framework for average retail electricity prices under Decision 07/2025/QD-TTg dated March 31.

Accordingly, the maximum retail electricity price will be VND 2,444.09 per kWh (USD 0,095), while the minimum price is set at VND 1,826.22 (USD 0.07) per kWh.

The pricing structure is set to be excluding value-added tax (VAT), providing clarity for both consumers and suppliers regarding the cost of electricity.

The framework will apply to all agencies, organizations and individuals involved in electricity activities and customers using electrical services.

According to the drafter, the newly established prices reflect ongoing adjustments to align with market dynamics and production costs, ensuring that the electricity pricing mechanism is both fair and sustainable.

In case there are significant fluctuations in the pricing framework calculation parameters, electricity production and business costs, and the need to allocate expenses not yet included in the average retail electricity price, the Ministry of Industry and Trade will be held responsible for recalculating the average retail electricity prices for submission to the Prime Minister for approval.- (VLLF)
