Law Amending 11 Laws on Military and National Defense Passed

The Law Amending and Supplementing a Number of Articles of 11 Laws on Military and National Defense, No. 98/2025/QH15, was passed by the National Assembly on June 27, 2025, and will take effect from July 1, 2025.

Some key amendments under this Law include:

Amendment to Clause 1 Article 9 of the Law on National Defense regarding defense areas:

Accordingly, a defense area is a component of the military zone defense posture, comprising political, ideological, economic, cultural, social, scientific, technological, military, security, and foreign affairs activities. It is organized based on provincial-level administrative units and special administrative-economic units, with the construction of defense areas and grassroots-level (commune-level) defense serving as the foundation for local protection.

Amendment to Clause 8 Article 3 of the Law on Military Service regarding evasion of military service:

Specifically, evasion of military service means the act of failing to comply with the call for registration of military service, the call for medical examination for military service, the call to enlist, or the call for training, drills, readiness inspections for mobilization and combat readiness.

Law Amending 11 Laws on Military and National Defense Passed

Revision of the duties of the Provincial Military Service Council from July 1, 2025, as follows:
  • To assist the provincial-level People’s Committee in directing, inspecting, and urging agencies and organizations to implement the registration of military service and the management of citizens within the age of military service;

  • To make preparations for citizens to perform active-duty military service and for the plan on conscription and enlistment for active-duty military service and service in the People's Public Security force;

  • To carry out the selection and conscription of citizens for active-duty military service and service in the People’s Public Security force;

  • To provide training for reserve non-commissioned officers and enlisted persons, and to implement policies and regimes for non-commissioned officers and enlisted persons in the locality.
