Draft Law on E-commerce approved

New regulations on controlling vessels entering, leaving and transiting Vietnam will take effect in October, alongside new policies on preferential allowances, the national single-window portal and the national scholarship fund.

On September 14, 2026, the Minister of Finance promulgated Circular No. 136/2026/TT-BTC amending and supplementing Clause 2, Article 3 of Circular No. 158/2025/TT-BTC on excise tax.

The provisions are set out in Decree No. 365/2026/ND-CP of the Government on rice export and import business, which takes effect on October 1, 2026.
