eputy Prime Minister Nguyen Chi Dung on February 28 signed Decision 367/QD-TTg promulgating a Plan to implement the Law on Artificial Intelligence (AI) that took effect on March 1.
A core task of the plan is to organise communication, dissemination, and training on the law's contents and its guiding documents throughout 2026 and the subsequent years.
Under the plan, the Ministry of Science and Technology (MoST) is in charge of drafting decrees detailing the implementation of the law, and prescribing the National AI Development Fund. The ministry is assigned to submit to the Prime Minister for issuance the list of datasets for AI development in essential fields, the list of high-risk AI systems and the national AI ethical framework.
The MoST will have to coordinate with relevant agencies in issuing the National Strategy on Artificial Intelligence in 2026. Following its issuance, the strategy shall be reviewed, evaluated and updated at least once every three years or adjusted upon significant fluctuations in technology and the market. In the meantime, the Ministry of Education and Training is tasked to develop a national program on AI human resource development to meet digital transformation requirements.
In 2026 and the following years, the MoST shall invest in the construction of a single-window portal and the national database on AI. At the same time, it shall develop infrastructure to provide computing capacity, shared data, training platforms and large language models in Vietnamese and ethnic languages to serve research, management and support for innovative startups.
During 2026-27, the MoST will establish the National AI Development Fund to mobilise and allocate resources to promote the AI ecosystem. Furthermore, it shall develop AI clusters combining physical spaces with digital networks, forming centres at hi-tech parks, digital technology zones and innovation centres.
