1. Change the conditions for cars for learner drivers
Decree No. 70/2022/ND-CP prescribing the conditions for cars for learner drivers at the driver training establishments as follows:
- Provide cars for learner drivers at all classes under the legal ownership of driver training institutions;
- Being licensed by a competent agency to practice driving;
- In case the training establishment provides the driving test service, based on the time of using the test vehicles for the purpose of the test, it is allowed to use the test vehicles to both conduct the driving test and train drivers but the number of test vehicles used to calculate training traffic must not exceed 50% of the number of test vehicles used for driving lessons.
2. Many Ministries change their organizational structures
The Government recently issues a number of Decrees defining the functions, tasks, and organizational structure of Ministries. Within that, Ministries formally takes effect on November 01, 2022, including:
Decree No. 68/2022/ND-CP on defining the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment.
Decree No. 86/2022/ND-CP on defining the functions, tasks, powers, and organizational structure of the Ministry of Education and Training.
Decree No. 87/2022/ND-CP on defining the functions, tasks, powers, and organizational structure of the Vietnam News Agency.
Decree No. 89/2022/ND-CP on defining the functions, tasks, powers, and organizational structure of the Ministry of Planning and Investment.
3. Prohibited acts for foreign non-governmental organizations
Decree No. 58/2022/ND-CP prohibit the acts of foreign non-governmental organization for the acts as follows:
- Organizing, carrying out, participating in, or financing religious activities and others that are non-compliant with national interests or infringe on national defense and security, social order, and security of Vietnam.
- Organizing, carrying out or participating in activities for profit, not for humanitarian aid, or development assistance purposes.
- Financing activities against, or aimed at overthrowing the administration in other countries, terrorist organizations, and terrorism activities.
- Organizing, participating in or financing money laundering activities or related activities.
- Organizing, participating in or financing other activities against social ethics, fine customs and traditions, cultural identity, and the great national unity bloc of Vietnam.
