Change the costs of formulation, appraisal and approval of master plans on relics

On September 21, 2022, the Government issues Decree No. 67/2022/ND-CP, Amending and supplementing Article 4 of the Government’s Decree No. 166/2018/ND-CP dated December 25, 2018, prescribing the competence, order, and procedures for the formulation, appraisal and approval of master plans and projects on conservation, renovation and restoration of historical-cultural relics and sightseeing spots.

In accordance with the previous regulations prescribed in the Decree No. 166/2018/ND-CP, Costs for formulation, appraisal, approval, announcement, adjustment and evaluation of master plans on relic conservation, renovation and restoration shall be covered as follows:
- Expenses for the formulation, appraisal, decision on or approval, publicization and adjustment of master plans shall be covered by public investment funds in accordance with the law on public investment.
- Expenses for the evaluation of master plans shall be funded by current expenditures under the law on the state budget.

However, in accordance with law provisions prescribed in the Decree No. 67/2022, costs for formulation, appraisal, approval, announcement, adjustment, and evaluation of master plans on relic conservation, renovation and restoration shall be covered from the frequent expenditure in accordance with the law on the state budget”.

The Decree 67/2022 takes effect on September 21, 2022.

Therefore, from September 21, 2022, for tasks of formulation of master plans on relic conservation, renovation and restoration and master plans on relic conservation, renovation and restoration that have been approved before the effective date of this Decree, costs for formulation, appraisal, approval, announcement, adjustment and evaluation of master plans on relic conservation, renovation and restoration shall continue to comply with Article 9 of the Planning Law.
