The Government has issued Decree No. 117/2026/ND-CP amending and supplementing a number of articles of Decree No. 116/2017/ND-CP dated October 17, 2017 of the Government providing for conditions for manufacturing, assembly, import and warranty and maintenance services of automobiles, which takes effect on April 3, 2026.
According to Article 1 of Decree No. 117/2026/ND-CP, automobiles manufactured or assembled for export purposes are added to the list of automobiles exempted from application of business conditions.
a) Automobiles manufactured or assembled include:
- For national defense and security purposes;
- From chassis including cabins or from complete automobile units with technical quality and safety and environmental protection certificates;
- Only for operation within certain areas, not on public roads;
- For export purposes.

Previously, Clause 2 Article 2 of Decree No. 116/2017/ND-CP only provided exemption for automobiles manufactured or assembled for national defense and security purposes, from chassis including cabins or from complete automobile units with technical quality and safety and environmental protection certificates, and only for operation within certain areas, not on public roads.
