Amend the usage of budget for state administrative reform

Accordingly, the Circular 33 amends a number of contents in state administrative reform as follows:
Expenses for formulating outlines for annual, 5-year and 10-year administrative reform programs and plans; formulating thematic and periodical administrative reforms reports”.

(In previous regulations, formulating outlines for annual and 5-year administrative reform programs and plans).
Expenses for formulating and maintaining information technology systems to serve the settlement of administrative procedures.
Besides, the Circular also prescribes the non-wage allowance regime for officials, public servants, public employees, and laborers prescribed in Circular No. 26/2019/TT-BTC to the implementation time of new wage policy.

The Circular takes effect on August 15, 2022.
