On October 20, 2026, the Ministry of Finance promulgated Circular No. 156/2026/TT-BTC prescribing fee rates, reductions, collection and remittance for accessing and using information in the National Integrated Database.

Notably, from November 1, 2026, certain groups will be eligible for a 50% reduction in fees for accessing and using information in the National Integrated Database.

50% reduction in national database access fees

Under Clause 1, Article 4 of Circular No. 156/2026/TT-BTC, individuals accessing and using information in the National Integrated Database are eligible for a 50% fee reduction if they fall into one of the following six groups:

(1) Children as prescribed by the law on children.

(2) Individuals from poor households as prescribed by the law on poverty standards.

(3) Older persons as prescribed by the law on older persons.

(4) Persons with disabilities as prescribed by the law on persons with disabilities.

(5) Persons with meritorious services to the revolution as prescribed by the law on preferential treatment for persons with meritorious services to the revolution.

(6) Ethnic minority people in communes with exceptionally difficult socio-economic conditions as prescribed by law.

Notably, Clause 2, Article 4 of Circular No. 156/2026/TT-BTC provides that individuals falling into two or more of the above groups are entitled to a 50% fee reduction only; reductions may not be accumulated.

Regarding fee rates, Article 3 of the Circular provides as follows:

  • From November 1, 2026, through December 31, 2028: VND 300 per data field.
  • From January 1, 2029, onwards: VND 600 per data field.

Accordingly, after the 50% reduction, the fees applicable to the above six groups will be VND 150 per data field through December 31, 2028, and VND 300 per data field from January 1, 2029.

Organisations and individuals requesting access to and use of information in the National Integrated Database must pay fees, except in cases where no fees are payable under the laws on data and electronic transactions.

In addition, Clause 3, Article 5 of the Circular provides that where fee payers have made payment but the requested information is not provided or is only partially provided, or where duplicate charges or charges exceeding the prescribed rates arise, fee-collecting organisations must verify and reconcile the transactions and refund the corresponding amounts in accordance with regulations.

Circular No. 156/2026/TT-BTC takes effect on November 1, 2026.
